Singapore's healthcare system is unique hybrid system built on the philosophy that "No Singaporean should be denied medical care because of inability to pay." It relies on the "3Ms" framework: MediSave, MediShield Life, and MediFund.
1. MediSave
Every working citizen/PR contributes a part of their monthly salary into their CPF MediSave Account for hospitalization bills.
2. MediShield Life
Mandatory basic health insurance that protects against large hospital bills for subsidized treatment.
3. MediFund
A government endowment fund acting as a final safety net for the needy.

Healthcare for Foreigners (Expats)
- Not Covered: Foreigners on EP/SP/WP are NOT covered by MediShield Life or MediSave subsidies.
- Employer Coverage: Employers must provide medical insurance for Work Permit and S-Pass holders (min $60k/year).
- Private Rates: Foreigners pay full "Private Rates" even in public hospitals.
